The council includes representatives from organizations with a specifically designated responsibility within the World Heritage site. The council is a forum for collaboration and is tasked with discussing and agreeing on the strategic direction of the collective World Heritage work.

Since 2022 Karlskrona Municipality is responsible, through the World Heritage coordinator, for coordinating the work within the World Heritage site and the World Heritage Council.

In addition to the council, the Naval Port of Karlskrona has a preparatory group that supports the World Heritage coordinator in developing relevant initiatives and setting directions for the collective work within the council.
The World Heritage Council for the Naval Port of Karlskrona currently comprises representatives from the following organizations: Karlskrona Municipality, the County Administrative Board of Blekinge, the National Property Board of Sweden, the Swedish Fortifications Agency, the Swedish Armed Forces, Region Blekinge, the Swedish National Maritime Museum, Blekinge Museum, Blekinge Institute of Technology, and SAAB.

Management Plan för the Naval Port of Karlskrona 2023-2028

Preserving and developing the World Heritage site of the Naval Port of Karlskrona requires close cooperation between different parties within the World Heritage Council and broad collaboration with other relevant stakeholders. On October 6, 2023, the World Heritage Council adopted the management plan for the Naval Port of Karlskrona 2023-2028.

The management plan is a strategic tool for the organizations within the World Heritage Council. It is intended to support the management, preservation, and development of the World Heritage site in line with the requirements of the World Heritage Convention and operational guidelines.
